A second cell phone video has surfaced showing the moment a high school officer in South Carolina overturned a chair with a student in it and yanked it across the classroom floor in front of her stunned classmates.

Local authorities in Richland County have asked the FBI and the US Department of Justice to investigate the incident at Spring Valley High School, which was captured on at least three video recordings.

The latest footage shows the moment Deputy Ben Fields grabs a female student at Spring Valley High in Columbia by the throat with one hand and uses the other to flip over her chair, with the girl still seated in it.
