US swimming star Michael Phelps and fellow gold medalist Allison Schmitt, along with US Anti-Doping Agency CEO Travis Tygart, told Congress that anti-doping efforts for Chinese swimmers were inadequate before the Paris Olympics. They slammed the World Anti-Doping Agency (WADA) for its lack of reforms, losing trust in its oversight. Phelps explained to lawmakers that fair competition is hindered by uneven enforcement and rule violations. Their criticism stems from a doping scandal in which 23 Chinese swimmers tested positive for a banned substance ahead of the Tokyo Olympics but were still allowed to participate.
