Germany is moving to ease the conditions for obtaining citizenship in the country, with the aim of attracting skilled workers and integrating the largest possible number of residents on its territory.

The German news agency reported that the Interior Ministry had drafted new rules and distributed them to other ministries for information and coordination.

The agency added that under the new rules, foreigners living in Germany will not have to give up their passports to obtain German citizenship, and they will also be able to apply for citizenship after only 5 years of residence in the country, according to Al Jazeera Net.

Other aspects of the amendments include making it easier to prove proficiency in the German language for certain categories of foreigners, and abolishing the requirement to test naturalization for those who have reached the age of 67, a step related to those known as “guest workers” who arrived in Germany in the fifties of the last century and were not given language or integration courses. Until now, foreigners had to reside in Germany for at least 8 years before they could apply for citizenship.

The new draft rules state that the period could be shortened to 5 years if applicants can prove they are well integrated into society. For example, by showing outstanding performance at school or work, by participating in volunteer work, or by proving their German language proficiency.

Children born in Germany to foreign parents will no longer need to choose between German citizenship and the nationality of their parents when they reach the legal age.

The amendments are part of a wide-ranging reform of immigration and integration policies in Germany, pursued by the German government made up of the Social Democratic Party, the Green Party and the Free Democratic Party.

The government announced a new draft law to attract skilled workers within what is known as the Opportunity Card, as the “opportunity card” based on the points system will be granted to people who have a foreign vocational qualification certificate, which they have spent at least two years studying, when searching for a job.

The bill states that “selection criteria include language skills, professional experience, age and connection to Germany… The Opportunity Card provides possibilities for trial work or part-time work.”

And a person from a country outside the European Union can get the opportunity card if he gets at least 6 points, in the new system.

For example, 4 points can be obtained if a person has a specific professional qualification, and 3 points can be obtained if they are fluent in the German language, or have at least 3 years of experience in the relevant profession.

According to the bill, a person can get two points if he has a minimum knowledge of the German language, has two years of professional experience in his field, or is no more than 35 years old. According to the plans, a person can receive a point in the future if he legally spends 6 continuous months in Germany.
