At the beginning of the meeting, the Council of Ministers was briefed on the results of the work of the thirty-second regular session of the Council of the League of Arab States at the level of the summit that was held in the sisterly city of Jeddah in the Kingdom of Saudi Arabia last Friday, with the participation of His Highness Sheikh Tamim bin Hamad Al Thani, Emir of the country. The Council expressed its hope that the results of the summit would contribute to strengthening joint Arab action, resolving the issues of our Arab nation, and meeting the aspirations and aspirations of its peoples.
After that, the Cabinet considered the topics on the agenda as follows:
First – Approval of a draft Emiri decision establishing the Qatar Award for Government Excellence.
Second: The Council of Ministers’ decision on the terms and conditions for granting the developer the privilege to develop and manage an industrial zone.
The preparation of the draft decision comes based on the provisions of Article (3) of Law No. (8) of 2018 regarding industrial zones, which stipulates that it is permissible, by a decision of the Council of Ministers based on a proposal by the Minister of Commerce and Industry, to grant the developer the concession to develop and manage an industrial zone under a concession contract, according to For the conditions and controls to be issued by a decision of the Council of Ministers based on the proposal of the Minister.
Third – Approval of:
1- A draft decision of the Minister of Municipality regarding the planning and architectural conditions and controls for commercial stores located in residential areas (Al-Makarama Al-Amiri shops).
2- A draft decision of the Minister of Commerce and Industry specifying the commercial activities that are permitted to be practiced in commercial stores located in residential areas (Al-Makarama Al-Amiri shops).
Fourth – Approving the amendment of some provisions of the financial services regulations of the Qatar Financial Center Regulatory Authority.
The amendment aims to achieve flexibility in implementing the decisions issued by the Regulatory Authority’s Board of Directors.
Fifth – Approval of:
1- A draft agreement between the government of the State of Qatar and the government of the People’s Republic of Bangladesh on mutual administrative assistance in the customs field.
2- A draft agreement between the government of the State of Qatar and the Eastern Republic of Uruguay on the elimination of double taxation with regard to taxes on income and the prevention of tax evasion and evasion.
3- A draft memorandum of understanding for joint cooperation in the fields of health between the Ministry of Public Health in the State of Qatar and the Ministry of Interior in the Republic of Hungary.
Sixth: The Council of Ministers reviewed the following issues and took the appropriate decisions in their regard:
1- The financial statements and audited accounts of the Qatar International Court (Civil and Commercial Court) and the Regulatory Court of the Qatar Financial Center.
2- The annual report of the Standing Committee for Rescue, Relief and Humanitarian Aid in stricken areas in brotherly and friendly countries.
3- Results of the Fifth Ministerial Summit for Patient Safety.
