His Excellency Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs, chaired the regular meeting of the Council held this afternoon at its headquarters in the Amiri Diwan.

After the meeting, His Excellency the Minister of State for Cabinet Affairs said the following:

At the beginning of the meeting, the Cabinet praised the speech of His Highness Sheikh Tamim bin Hamad Al Thani, Emir of the country, “may God protect him”, at the opening of the Fifth United Nations Conference on the Least Developed Countries, held in Doha under the slogan “From Potential to Prosperity”, which put His Highness, through which the rich and developed countries faced their moral responsibility in helping the less developed countries, and at the same time called on the least developed countries to follow rational economic development policies.

The Council affirmed that His Highness’ call, in his speech, for international human solidarity for a new world that is more secure, just and free, has embodied the pillars of the foreign policy of the State of Qatar calling for dialogue, understanding and cooperation, focusing efforts on development, achieving the aspirations of peoples and respecting their rights.

The Council expressed its pride in the State of Qatar’s hosting of this important conference, the broad and high-level participation in its work, and the election of His Highness the Emir as its president, which reflects the international community’s confidence in the State of Qatar and its constructive role at the regional and international levels.

The Council welcomed the opening of the (United Nations House) in Doha, which comes in support of the continuous cooperation between the State of Qatar and the United Nations, the development of the fruitful strategic partnership between them, and the promotion of joint efforts for a peaceful world.

Then His Excellency the Prime Minister and Minister of Foreign Affairs presented his sincere thanks to His Highness Sheikh Tamim bin Hamad Al Thani, Emir of the country, “may God protect and preserve him”, for his confidence in appointing His Excellency as Prime Minister and Minister of Foreign Affairs. His Excellency also thanked His Excellency Sheikh Khalid bin Khalifa bin Abdulaziz Al Thani, for his appreciated efforts to serve the nation.

His Excellency directed their Excellencies the ministers to work to provide the highest level of performance and services in government agencies, especially in the health and education sectors, and to work to promote economic growth, and to facilitate the procedures for providing services to citizens and residents, and for everyone to work in the spirit of one team.

After that, the Cabinet considered the topics on the agenda as follows:

First – The Council of Ministers reviewed the report of the Ministry of Public Health on the latest developments and developments related to the Coronavirus (Covid-19), and the Council decided to amend its decision issued in its regular meeting (37) for the year 2022 held on 10/26/2022, by lifting all previously imposed restrictions. With the exception of obligating all citizens, residents and visitors to wear masks if they are inside health facilities only.

Second – Approving the establishment of the Government Excellence Award. This award aims to improve the quality of government performance, raise the level of quality of government services, and encourage government agencies to compete in the application of quality, development, and excellence in performance.

Third – Approving the appointment of a judge at the Qatar International Court (the Civil and Commercial Court) for a renewable five-year term, and determining his remuneration and fees.

Fourth – The Council of Ministers reviewed the results of the 42nd meeting of the Permanent Arab Post Committee, and took the appropriate decision regarding them.
