His Highness calls for Shura Council to convene on October 15

His Highness the Amir Sheikh Tamim bin Hamad Al Thani issued yesterday Decree No. (71) of 2024, inviting the Shura Council to hold the fourth regular session of the first legislative term, corresponding to the fifty-third annual session, on Tuesday, the twelfth of Rabi` al-Akhir 1446 AH, corresponding to the fifteenth of October 2024 AD. The decree stipulated its implementation and enforcement from the date of its issuance, and that it be published in the Official Gazette.

During the last session, the Shura Council held 33 regular sessions and 63 meetings of the permanent and temporary committees. The session’s work also included discussing and studying 24 draft laws and draft laws amending some provisions of the laws in force.

The Council also approved 15 draft laws after extensive discussion, including the draft state general budget for the fiscal year 2024, and important draft laws, such as: regulating real estate registration, judicial enforcement, and localizing jobs in the private sector.

During the session, the Council submitted thirteen requests for general discussion and a proposal of desire on a number of topics, including the issue of rainwater accumulation and the losses it causes, developing the tourism economy and studying possible solutions that lead to its development and advancement , procedures for domestic workers to leave the country and regulate the production of media content and its publication on digital platforms, supporting national and foreign investment, the disadvantages of using technology, enhancing belonging and national identity among Qatari male and female students in private schools, Increasing divorce rates in society, benefiting from retirees in the labor market, and developing the appointment system in government health institutions.

As part of its communication with the community, the Council hosted members of a number of educational and pedagogical institutions, including schools, academies, institutes and universities, where they learned about the Council’s role and competencies, in addition to the Council’s cooperation with the Ministry of Sports and Youth in implementing the “Simulating Shura Council Sessions” program, which aims to enhance the role of youth and develop their awareness of popular participation and its importance in decision-making.

As part of the Shura Council’s efforts to enhance joint Gulf parliamentary work, the Council hosted the 17th regular meeting of Their Excellencies and Highnesses, the Presidents of the Gulf Legislative Councils, on November 7 of last year. The Council also organized a symposium entitled: (Cultural Diversity and Challenges of Change: The Role of Legislative Councils in Preserving the Gulf Identity), on May 7 of last year, with the participation of an elite group of experts and legislators, and the attendance of a number of senior officials and representatives of the Gulf Legislative Councils. The Council also chaired fifteen Gulf coordination meetings, whether with the General Secretariat of the Gulf Cooperation Council, or on the sidelines of the participation of Gulf delegations in various regional and international parliamentary events.

Within the framework of parliamentary diplomacy, the Council actively participated in thirty-six events, including Gulf, Arab, regional and international parliamentary conferences, seminars and meetings. The most prominent of these was participation in the 148th General Assembly of the Inter-Parliamentary Union, in addition to the Council receiving a number of parliamentary delegations that visited the country during the third session, where it discussed with them ways to enhance and consolidate relations and strengthen parliamentary cooperation.

During these participations and meetings, the Council interacted with various issues, expressing the opinion of the Qatari street and its point of view regarding the events taking place, perhaps the most important and urgent of which is the brutal aggression on the Gaza Strip, as the Council expressed the Qatari people’s rejection and condemnation of this aggression. The Council strongly sought to mobilize support to stop the war, protect the Palestinians, and deliver urgent relief to them. During its participation in parliamentary events, the Council also expressed its firm and principled positions towards the Palestinian cause. The Council’s voice was present during these participations, calling on parliamentarians to urge their governments to seek to stop the war and launch peace efforts.

As part of its support for parliamentary cooperation, the Council, in cooperation with the Office of the United Nations Counter-Terrorism Programme on Parliamentary Engagement in Countering and Preventing Terrorism, participated in organizing the fourth coordination meeting of parliamentary assemblies to combat terrorism in the Austrian capital, Vienna.

The Council, in cooperation with the Office, also participated in organizing the World Conference of Women Parliamentarians on the Role of Women Parliamentarians in Developing, Implementing and Monitoring Anti-Terrorism and Preventing Violent Extremism Legislation, Policies and Strategies, which was recently hosted by Doha.
