The General Authority of Customs confirmed that personal effects and used household items brought by citizens residing abroad and foreigners coming to reside in the country for the first time, and personal effects and gifts in the possession of travelers are exempted from customs duties according to a number of controls.
She explained – through her Twitter account – that personal effects and used household items, personal effects and gifts should not be of a commercial nature and be in accordance with the conditions and controls specified by the executive regulations of the Customs Law.

According to the Unified Guide to Customs Procedures published on the website of the General Authority of Customs, the controls for exemption of personal effects and used household items are:
– That the exemption be for citizens residing outside the GCC states and foreigners when coming for the first time to reside in the GCC states.
The personal effects and household items must be used, of a personal nature, and in a non-commercial quantity, and they must be imported from the country of residence.
Foreigners must provide proof of their coming to work or reside in one of the GCC countries for a period of not less than one year (365 days) as a condition for exemption for their used household appliances.
– This item does not include the exemption of all kinds of means of transport and goods of a special nature.
Personal effects and household items are subject to the provisions of prohibition and restriction contained in the unified customs law of the GCC states and national legislation.
The customs office may request the translation of foreign invoices/documents into Arabic.
Here are the controls for exempting personal effects and gifts received with travelers:
The value of personal effects and gifts brought with the passenger should not exceed 3000 Qatari riyals or the equivalent in GCC currencies.
The luggage and gifts must be of a personal nature and in non-commercial quantities.
The traveler should not be one of the frequenters of the customs department or a trade professional, or he should not be a crew member of the means of transport.
The number of cigarettes to which the exemption applies should not exceed 400 cigarettes.
Personal effects and gifts brought with the traveler are subject to the tax “duties” according to the customs tariff schedules if the exemption controls are not met.
Baggage and gifts are subject to the provisions of prohibition and restriction contained in the unified customs law of the GCC states, according to the lists of prohibited and restricted goods (unified or individual) agreed upon within the framework of the Council.
The customs office may request the translation of foreign invoices/documents into Arabic.
