The Ministry of Justice has welcomed the World Bank’s Ease of Doing Business 2020 report, which raised Qatar’s assessment in three indexes, including its ranking on the global property registration procedure index, increasing its ranking from the 20th place in the 2019 rankings to the first place globally in the 2020 classification, marking a shift in property registration procedures and improving the business environment in the country.
HE the Minister of Justice and Minister of State for the Council of Ministers Affairs Dr Issa Saad al-Jafali al-Nuaimi stressed that this great ranking was achieved thanks to the directives of His Highness the Amir Sheikh Tamim bin Hamad al-Thani, and his keenness to ensure that the State of Qatar pursues scientific methods and deliberate planning so as to provide the best services to citizens.
This ranking also reflects the national will of various government agencies to implement the directives of His Highness the Amir to work on the completion of development projects and fortify the national economy to ensure the lead in international development indices, and upgrade the level of services provided to the public to keep up with the sectoral plans and visions of Qatar strategic plans and the goals of Qatar e-Government 2020.
In this regard, HE the Minister praised the efforts of the ease of doing business committee, which HE the Prime Minister directed to form under the chairmanship of His Excellency’s Office and the membership of representatives of a number of bodies and ministries concerned with the ease of doing business indexes, including the Ministry of Justice, in obtaining this global ranking.
Al-Nuaimi noted the great efforts in implementing new procedures and the improvements made by the ministry on work systems, including restructuring e-services and adapting it to meet the requirements of the public, and provide a work environment based on the computerisation of all procedures of real estate registration and documentation in a way that facilitates to obtain the required information and access services in the appropriate time and place.
The system of ownership registration procedures and the mechanisms for issuing bonds and agencies were also developed within a comprehensive system of digital transformation of the ministry’s services.
Al-Nuaimi said that the ministry is working on an integrated strategic plan to upgrade all legal and service sectors, during which new projects will be launched in these various sectors and are expected to be completed by 2020.
He added that the new projects will include the launch of the second phase of the development of electronic services within SAK project, the development of geographical maps system to facilitate the real estate survey procedures and provide accurate data, and develop the Absher service for external signatures, in addition to other projects related to the issues of the State and the systems of agreements, and models of electronic contracts.
Al-Nuaimi noted the need to keep pace with the plans and projects of the second national development strategy 2018-2022, and the implementation of these projects in a manner that serves this strategy and achieve the objectives of Qatar National Vision 2030.
